Undoubtedly, the most important current strategy of Israel is to follow the peripheral alliance strategy in the Middle East region. This region underwent fundamental geopolitical changes after the end of the Cold War, and the geographical location of the periphery in the peripheral alliance plan of this regime has changed from the periphery of the Arab states to the neighboring regions of Iran due to the continuation of Iran's anti-Zionist policy and its transformation into the most important strategic threat to Israel. In the meantime, the Republic of Azerbaijan is the starting point of the "new peripheral alliance" strategy of this regime. With this description, the question has come to the researcher's mind that what social foundations does the Republic of Azerbaijan have for the presence of Israel? In order to identify the social contexts of the Republic of Azerbaijan, scientific texts have been used, and in order to prioritize the specified contexts, the results of the questionnaire have been used. The statistical population of this research is made up of professors of doctorate and master's degrees related to the subject in different scientific centers and universities, a total of 45 people, and the entire statistical population has been statistically investigated as a sample size. The findings of the research show that the indicators of "westernized elites in the Republic of Azerbaijan, the distance of Azeris from authentic Islamic thought and ideals after the long domination of communism and the Jews of the Republic of Azerbaijan" are among the most important political bases of the Republic of Azerbaijan for the presence of Israel.
