Abstract
The offensive foreign policy of the neo-conservatives in the Middle East and North Africa, which attacked Iraq and Afghanistan, is considered to be the most obvious, and the adoption of a policy of unilateralism towards the allies of this country caused the strength and depth of American influence in this region to decline and cost a lot of money for this. The country should follow. With the inauguration of Barack Obama, there were fundamental changes in the foreign policy of this country, especially in the Middle East and North Africa, as a result of which, changes in the definition of power and its application to popular movements can be clearly observed. The rapid developments in the Middle East, which began in 2010 with the unrest in Tunisia and quickly reached Egypt, created a turning point in the use of the new American foreign policy strategy. This research, by examining the foreign policy of the United States in relation to the developments and popular movement of Tunisia, has tried to show the extent of the use of intelligent power by the United States and its components to manage and control these developments, as well as the realization of guided democracy according to the western model.
