Abstract
Trade and transportation through sea routes has had a special importance and position since ancient times and still maintains its importance.But on the other hand, there are also threats to maritime trade that are included in the issue of maritime security. The Persian-Gulf is also one of the maritime areas where the level of maritime security is of fundamental importance for many countries. This research aims to investigate the actions of the IMO in the field of maritime security and its simulation in the Persian Gulf region. In order to improve maritime security and navigation, IMO has approved a set of regulations and laws in various formats, which together constitute the maritime security regime.The governments of the Persian Gulf and the United States, as the largest foreign power present in this water zone,have accepted many of the provisions of this regime, but they must increase the level of their obligations to improve the level of maritime security.On the other hand, IMO monitoring tools such as audit plan, port state control can be very efficient in order to increase security in the Persian Gulf.The Riyadh Agreement and the initiative of many independent government organizations in the Persian-Gulf have been formed in order to improve maritime security, which did not have favorable results due to the lack of inclusiveness.In general, using the existing capacities in this region and providing a comprehensive initiative and finally, the support of IMO can lead to a reliable platform for establishing maritime security in the Persian Gulf.
