The Cyber Regime and the New Rimland:An Analysis of the Evolution of the United States' Cyber Strategy in the Areasof Security and Economics (1996-2020)

Abstract
The United States, as a key player and founding entity of the Internet infrastructure, has consistently sought to expand its dominance over various aspects of the Internet and lead the global economy and security. However, with the emergence of new cyber actors like Iran and Russia, and the development of cyber retaliatory attacks against the U.S. (such as the 2012 attack on California’s water and electricity infrastructure, known as the "Cyber Pearl Harbor"), alongside the expansion of Chinese technology in the economic sphere, American officials have come to face the reality that the U.S. and its allies are not the sole powers in the cyber domain. The aim of this research, employing a trend analysis method based on the theory of cyber regimes with a focus on deterrence and the Rimland theory with an emphasis on economic conflict, is to examine the evolution of U.S. cyber policymaking. In this context, the research answers the question: What transformative path has U.S. cyber strategy followed in the security and economic realms between 1996 and 2020? Furthermore, what new political-economic blocs have emerged in the cyber age? The results indicate that U.S. cyber policymaking has been shaped by two main approaches—security and economics. The Trump administration marks the beginning of a shift towards economic conflict, with the U.S. using economic warfare tactics, such as tariffs, forming regional and global alliances, and seeking to reduce the influence of China and the Huawei company in the European Union and the ASEAN region.
